WEATHERIZATION INFORMATION

Weatherization Assistance Program (WAP)

(WAP) helps low income households reduce heating bills by providing whole house energy efficiency (also called weatherization) services to households that quality for LIHEAP View the Low income guidelines » and that have not had an energy audit in the last 10 years. Tenants (with landlord approval) and homeowners are eligible for weatherization. CAPs Community Action Program Agencies » offer weatherization year round.

HEATING SYSTEM REPAIR PROGRAM

The Heating System Repair Program may provide a one time service to increase the heating system efficiency of owner-occupied low-income households. In instances where heating systems cannot be made efficient and if a system meets certain requirements, the heating system may be replaced. This program is offered year-round through local CAPs Community Action Program Agencies ». Households that qualify for LIHEAP View the Low income guidelines » may be eligible for service of inefficient equipment.
   

APPLIANCE MANAGEMENT PROGRAM

If your household qualifies for LIHEAP or if you currently pay A60 electric utility rates then you also qualify for a home visit with a CAP Community Action Program Agencies » auditor who will review your electric bills and energy use. The auditor will then give you ideas to help you save energy and money as well as replace inefficient refrigerators and freezers, replace incandescent light bulbs with compact fluorescent light bulbs, and install devices to reduce hot water use.

RISEO Emergency Fuel Program

This program, run by Rhode Island, is separate from the federal LIHEAP program and offers emergency utility and heating bill assistance to any residents that are experiencing an energy-related crisis. You can apply if you have not received heating bill assistance and if your fuel storage tank is empty or near empty. You can also apply if you are in danger of losing utility service.

Rhode Island Lower-Income Rate Assistance
Narragansett Electric
Provides a discounted utility rate for lower income or struggling households that amounts to about $9 per month.

Low-Income Energy Efficiency
Narragansett Electric - Appliance Management Program
An energy manager from your local Community Action agency can provide you with an appliance analysis which will indicates how much each of your home appliances costs to operate and how much you could save on your bills. You may also qualify for other items including Energy Star lighting, Energy Star refrigerators, water conserving measures, insulation, and air sealing measures.

Rhode Island State Emergency Fuel Program
This utility and heating assistance program is part of the crisis service of the LIHEAP program. During the winter months, this program will help with heating bills by offering emergency oil assistance to any household that is experiencing an energy-related crisis. The applicant must be an approved participating household of the LIHEAP program. The household must have exhausted their LIHEAP Primary grant and only have 1/8 of a tank or less of fuel or oil.

The Low-Income Home Energy Assistance Program (LIHEAP) provides assistance to income eligible customers in meeting the costs of heating their homes. The amount of assistance provided is based on household size and income level.

Current income guidelines are
1-person household: $24,428
2-person household: $31,945
3-person household: $39,461

Energy Efficiency

Weatherization Assistance Program
The Weatherization Assistance Program (WAP) provides a comprehensive and technical energy audit on low/moderate income dwellings. As a result of this audit cost effective, energy efficient conservation measures are installed while ensuring the health and safety of people served.

Heating assistance is available to households that are responsible for their heating costs. Apply for heating and weatherization assistance at your local cap agency.

National Grid Appliance Management Program: An energy manager from a local Community Action agency can analyze the home appliances of low-income customers, indicating how much each appliance costs to operate and how much savings could be achieved.

Heating System Replacement Program: This program assists owner-occupied low- and moderate-income households with major repairs and/or the replacement of their boiler/furnace. This program is designed to increase the boiler/furnaces efficiency and to ensure the health and safety of the household occupants. Clients must be income eligible and pre-approved by their local Community Action Program (CAP Agency) in order to be applicable for this program.
